Payroll Technician II

Entry-Level Qualifications

  • High school education or equivalent
  • Three years payroll experience using computerized system
  • Intermediate Excel skills

  • Knowledge of payroll procedures and methods
  • Knowledge of basic math
  • Knowledge of leave, benefits, and other voluntary/involuntary payroll deductions
  • Ability to meet deadlines
  • Ability to enter data accurately and quickly

  • Ability to communicate orally

Duties and Responsibilities

  • Receives Personnel Action form and W-4 and reviews new employees’ setup and pay rate changes in payroll software for accuracy
  • Verifies all pay and/or benefit changes in payroll software
  • Reviews and processes electronic timecards; ensures accuracy, follows up as needed with employees and supervisors.
  • Reconciles hours per timecards and/or EVV batch to payroll batch
  • Processes direct deposit and print checks
  • Prepares supplemental check runs as needed
  • Produces weekly and monthly billing reports as needed from payroll data
  • Maintains leave balances by employee in payroll software.  Reports to management as requested. Calculates annual leave roll-forward at fiscal year end.
  • Prepares verification of earnings
  • Responds to employee questions regarding pay, leave, deductions, etc.
  • Prepares documentation and facilitates annual workers compensation audit
  • Reconciles hours and units of service per payroll, electronic visit verification, and billing databases.
  • Prepares documentation and schedules for financial statement and program auditors as requested
  • Follows agency payroll policies, e.g., overtime, holiday pay, worker’s comp, etc.
  • Runs W-2s and distributes
  • Prepares adjustments/calculations for W-2s as needed including group term life insurance coverage, aggregate health care cost and FSA
  • Prepares unclaimed property report
  • Prepares quarterly worksite report, surveys, and other ad hoc reporting as needed
  • Ensures all deductions (including court-ordered, 401(k) loans, and annual campaign) are entered in payroll software to be made in appropriate pay period.
  • Facilitates 401(k) deduction reports and funding to recordkeeper
  • Prepares garnishment and bankruptcy documentation, forms and check requests and enters in software
  • Runs and submits reports
  • Maintains accurate, up to date documentation in electronic
  • filing system
  • Provides back-up for mail and front desk coverage
  • Delivers bank deposits
  • Is courteous and friendly to all customers, internal and external
  • Takes the time necessary to understand the specific needs of the customer
  • Responds with what he/she can do rather than flatly saying “no”
  • Follows-through on what he/she has told the customer
  • Provides name and number of the person the customer is needing
  • If appropriate person to handle issue is unavailable, takes information and ensures appropriate person receives it
  • Remains involved until customer has been linked to the appropriate person/service for resolving a problem
  • Ensures that the customer can be helped with only one other phone call or at one other location and will not have to be directed again to someone else
